US RF evidence: separate equipment authorization, module integration and exposure

The acquired Title 47 provisions distinguish certification, the responsible party, modular-transmitter conditions and RF-exposure evaluation. Those are different parts of a host-product brief. A module grant does not by itself resolve every obligation for a changed antenna, enclosure, operating mode or marketed system.
