Why private label and Amazon sellers ask “is this ingredient allowed?”

Private label sellers often receive a formula from a manufacturer or create a brief and need to confirm that the formula is legal in the EU before investing in an EU Responsible Person, CPSR, and listing. Checking key ingredients (actives, preservatives, UV filters, exfoliants) early avoids costly rework. Amazon may request compliance documentation that relies on a compliant formula; using banned or misused restricted ingredients can lead to delisting or liability. This checker gives you a directional answer and an annex reference so you can discuss with your manufacturer or RP before committing.

CosIng and EU annexes

CosIng is the European Commission’s database for cosmetic ingredient names (INCI) and regulatory status. Regulation 1223/2009 annexes: Annex II (substances prohibited in cosmetics), Annex III (restricted — max % and conditions), Annex IV (colorants), Annex V (preservatives), Annex VI (UV filters). Allowed ingredients not listed in these annexes are generally permitted subject to safety; restricted ingredients must be used within the stated conditions.

What to do when an ingredient is restricted: Check the relevant annex (usually Annex III, IV, V, or VI) and CosIng for the exact conditions: maximum concentration, allowed product types (e.g. rinse-off only), and any required warnings. If your intended use and concentration fall within the conditions, the ingredient may be compliant; a qualified safety assessor or RP should confirm and document this in the CPSR. If you are over the limit or outside the conditions, you’ll need to reformulate or get expert advice.

What does restricted mean for an ingredient?
