What is CPNP?
CPNP (Cosmetic Products Notification Portal) is the European Commission’s portal for notifying cosmetic products before they are placed on the EU market. Under EU Regulation 1223/2009, the Responsible Person must submit the notification. Once notified, the product has a CPNP reference. Amazon and other marketplaces may ask for “CPNP proof” to confirm the product is compliant.
Notification is mandatory before a cosmetic is placed on the EU market. The RP (or, in some cases, the manufacturer if they are the RP) enters product details, including the name and address of the RP, category, ingredients, and labeling information. There is no fee for CPNP notification; the portal is used by RPs across the EU.
What counts as CPNP proof for Amazon?
Typically one of: (1) A screenshot or PDF from the CPNP portal showing the product and RP details (e.g. product name, CPNP reference, RP name and address); (2) A letter or email from your EU Responsible Person on letterhead stating the product has been notified in CPNP and providing the CPNP reference or confirmation. Some sellers also submit a short “notification confirmation” document from their RP. Always check Amazon’s current request in Seller Central — they may specify format, document type, or language.
Amazon may cross-check the RP name and address on your proof against the address printed on the product label, so ensure the label and the CPNP notification match.
