What is a Product Information File (PIF) for EU cosmetics?

The Product Information File (PIF) is a mandatory dossier that must exist for every cosmetic product placed on the EU market under Annex I of EU Cosmetics Regulation 1223/2009. It must be kept by the Responsible Person at their EU address and made available to competent authorities on request within three business days. The PIF must be maintained for 10 years from the date the last batch was placed on the EU market. The PIF is not submitted to any EU authority as a pre-market requirement — it is an on-demand document for market surveillance. For the UK market, an equivalent Product Information File is required under the UK Cosmetics Regulation.

What must be included in a cosmetics PIF?

A complete PIF contains six mandatory sections under Annex I: (1) a description of the cosmetic product sufficient to clearly relate it to the PIF; (2) the Cosmetic Product Safety Report (CPSR), completed and signed by a qualified safety assessor; (3) a description of the manufacturing method and a declaration of compliance with Good Manufacturing Practice (ISO 22716 or equivalent); (4) proof of the claimed effect where a specific claim is made about the product; (5) data on any animal testing conducted by the manufacturer, their agents, or suppliers; and (6) a statement that the cosmetic product does not contain any prohibited substances listed in Annexes II and IV of the Regulation. This typically involves: gathering raw material SDS and TDS documents from ingredient suppliers; obtaining or commissioning stability and microbiological (PET) test results; preparing or obtaining the CPSR from a qualified safety assessor; writing the manufacturing description; and collating the labelling copy, INCI list, and product photographs. For brands launching multiple products, PIF compilation can be a significant administrative burden. PIF hosting requirements and access

The PIF must be kept at the Responsible Person's EU address, accessible on demand.
