What is a Cosmetic Product Safety Report (CPSR)?

The Cosmetic Product Safety Report (CPSR) is a legally mandated document under EU Cosmetics Regulation 1223/2009 (Annex I) and the UK equivalent. It demonstrates that your cosmetic product is safe for human health under normal and reasonably foreseeable use. The CPSR has two parts: Part A contains the cosmetic product safety information (formula, physicochemical properties, toxicological profile, impurities, stability data, and microbiological quality), and Part B contains the cosmetic product safety assessment — a narrative conclusion from a qualified safety assessor about whether the product is safe, based on the data in Part A.

Who qualifies as a CPSR safety assessor?

Part B of the CPSR must be signed by a person holding a degree in pharmacy, toxicology, medicine, or a related discipline, and who has evidence of relevant training and competence in cosmetic safety assessment. This is not a task that can be delegated to a generalist regulatory consultant without the required scientific background. The assessor must base their conclusion on the most up-to-date scientific evidence, including any new toxicological data published since the last CPSR update. What information do you need to prepare a CPSR?

To commission a CPSR, you will need to provide: your full formula with INCI names and percentage concentrations; Safety Data Sheets (SDS) for all raw materials; any existing toxicological studies on ingredients; stability test results (where available); microbiological test results (challenge test / PET results for aqueous products); intended function and use description; labelling copy; and manufacturing method and GMP compliance evidence. The more complete your data package at the start, the faster the assessor can complete Part A and move to their assessment in Part B.

How long is a CPSR valid?

A CPSR does not have a fixed expiry date, but it must be updated whenever there are material changes to the product — including changes to the formula, raw material sourcing (even if the INCI name stays the same), intended use, packaging type, or when new toxicological data on any ingredient becomes available. Market surveillance authorities can request the CPSR at any time, and your Responsible Person is responsible for ensuring it reflects the current product version. A CPSR based on outdated data is not compliant.

Is the CPSR the same as a product safety assessment for the US market?

No. The CPSR is specific to EU and UK regulations. The US does not require a pre-market safety assessment document for cosmetics (though MoCRA has introduced new safety substantiation requirements). However, if you are entering the EU or UK market for the first time, the CPSR process is a good opportunity to consolidate your ingredient safety data in a format that also supports global regulatory submissions and product liability documentation.
