What is the CPNP and why is notification mandatory?
The Cosmetic Products Notification Portal (CPNP) is the EU's official online system for cosmetics notifications required under Article 13 of EU Cosmetics Regulation 1223/2009. Before any cosmetic product is placed on the EU/EEA market, the Responsible Person (RP) must submit a notification via the CPNP. The notification is not an approval process — there is no waiting period and no EU authority approves your product before it goes on sale. However, the information submitted is used by poison centres and market surveillance authorities, and products on sale without a valid CPNP notification are technically in violation of the Regulation.
What information is submitted in a CPNP notification?
A CPNP notification for each product requires: product name(s) and function category; the country of the EU member state where the product is first placed on market; a photograph of the label; the original product labelling including all languages used; the cosmetic formula or the list of ingredients with INCI names and concentrations for each (the formula is visible only to national authorities for poison centre access); the Responsible Person's name, address, and contact details; and CMR (carcinogenic, mutagenic, or reprotoxic) substances and nanomaterials if applicable. The portal uses a tiered access model — full formula data is available to poison centres and authorities, not to the public.
Do you need a CPNP notification for every market within the EU?
One CPNP notification covers the entire EU/EEA — you do not need to file separately for each EU member state. You select the country of first placing on market in the notification, but the product can then be distributed freely across all EU/EEA markets under that single notification. However, if your labelling includes market-specific language versions, best practice is to ensure all language variants are uploaded. Note that the notification must be updated if the product name, formula, or labelling changes materially after initial submission.
CPNP and the role of the Responsible Person
Only the EU Responsible Person (RP) — or someone specifically authorized by the RP — can submit or modify CPNP notifications. Non-EU brands without an EU-established RP cannot directly access the CPNP portal. This is a key reason why appointing a Cosmetics Responsible Person is a prerequisite to CPNP notification for non-EU manufacturers.
