The Responsible Person (RP) is the legal entity that places cosmetic products on the EU market. Under EU Cosmetics Regulation 1223/2009, every cosmetic product on the EU market must have an RP established within the EU/EEA. Non-EU brands must appoint an EU-based RP before their products can be sold legally in the EU.

EU vs. UK Responsible Person: what changed after Brexit?

Before Brexit, a single RP established in the EU/EEA could cover both the EU and the UK (Great Britain). Since January 2021, the UK has its own separate Cosmetics Regulation that requires a distinct UK Responsible Person established in Great Britain.
